The report of the UN Commission of Inquiry on Eritrea was presented to the plenary of the Council of Human Rights in Geneva on Tuesday.
The conclusions of the report were made public on June 8.
The report stated that crimes against humanity were committed in the country for 25 years and recommended referral to the UN Security Council.
The report said crimes of enslavement, enforced disappearances, torture, persecution, rape, murder and other inhumane acts had been committed as part of a campaign to instil fear and ultimately control the Eritrean civilian population since Eritrean authorities took control of the territory in 1991.
The commission found that systematic human rights violations lead an increasing number of Eritreans to flee the country.
In October 2016, the Commission will present an update to the General Assembly.
